The dark heart of the City sometimes takes control of its constituent elements, using them to terrorize the citizenry in order to feed on fear. This figure would be an interconnected "cloud" of fluttering pigeons, mounted on a flying post; it has an Hourglass in its dial to represent the flock scattering and re-grouping.
