FAQ:

Q: Does the Dire Werewolf receive the Cabal bonus from himself? A: No. The character needs another friendly member of the Cabal adjacent to the target of his attack to obtain the benefit of the Cabal power.

As the verbiage of both Bloodcall and Wolfbrothers are different from the other four (the others say "all friendly cabal members" while those two say "this monster"), I'm inclined to say that they only benefit the cabal leaders specifically while the other cabal members are only contribute to the effect. You are correct. Basically, Dire Werewolf has the Cabal POWER... which pertains to himself (this monster). The other characters just have the Cabal SYMBOL - which does nothing more than indicate they are members of the cabal. Only if a Cabal Power states that it effects "all friendly members" of a Cabal does it benefit individual cabal members. Otherwise, it's just "This Monster" which in our example would be the Dire Werewolf.

Review:

Review by Nate “RedNinja” Gleason-

Playability: 9/10 - Facing off against this figure is about as intimidating as it's appearance. Once he's transformed, his dial only improves as he takes on damage. A steady Defense value of 18's and 17's keeps him tough to hit, while the Invulnerable ability helps compensate for a shallow dial. His Cabal Power only increases one of the best Attack Values in the game, helping him to swing with 11's and 12's (even if you choose to not run his Cabal-mates), and his Damage Value jumps to a 5 at the end of his dial. And even if he takes a little damage, all you need to do is kill another monster and slay a victim to bring him back to his full power (with the help of his Grave ability).

But this leads me to the figure's only major flaw - his weaker human form. If he's prevented from slaying a victim in the early game, he just won't have the strength to sway the course of battle. If he kills a monster but can't find a victim to slay in time, he won't stand much of a chance.

At a painless 100 points, Dire Werewolf is a can of hurt at a bargain price. If you play games to win them, this guy will be one of your all stars.

Sculpt: 10/10 - This figure has one of the most amazing and intimidating sculpts in the game. While the paintjob doesn't express a lot of detail, the actual sculpture does all the talking. A giant, hunchbacked werewolf carries the mangled remains of a motorcycle in it's clenched fists, with a canine look of scorn that will haunt you for games to come.

If I had to explain this figure's sculpt to someone who had never seen it, I would simply say this - "Imagine your worst nightmare, the thing that haunts your dreams - now imagine that it can tear apart a motorcycle." http://web.archive.org/web/20131001123907/http://www.itswickedfun.net:80/reference/monsters/HrC093.html
